During the 13^th Five-Year Plan period, we should hold high the great banner of Socialism with Chinese characteristics, fully implement the guiding principles of the 18^th National People’s Congress and the Third, Fourth and Fifth Plenary Sessions of the 18^th Central Committee, follow the guidance of Deng Xiaoping Theory, the Important Thought of Three Represents and the Scientific Outlook on Development, and comprehensively put into practice the guiding principles from General Secretary Xi Jinping’s major policy addresses. We remain committed to the “Five-in-one” General Layout and “Four Comprehensive” Strategic Blueprint and the Five Development Concepts featuring innovation, coordination, green development, opening up and sharing and act in accordance with the arrangement of the Twelfth Plenary Session of the 9^th Provincial Party Committee and the Seventh Plenary Session of the 10^th Municipal Party Committee and the spirits of the symposium held by the provincial government to promote reform and development in our city. We should actively serve and integrate into our national strategies, seek to take a leading role, promote revolutionary development to a new high, benefit our people’s livelihood, strive for a moderately prosperous society and accelerate the pace of building an international central city in the region, which is based in the Southwest, serves the whole country and expands its influence to the South Asia and Southeast Asia regions.   
During the 13^th Five-Year Plan period, the major objectives of economic and social development by 2018 in our city is to increase average annual growth rate of our regional GDP by 8%, investment in fixed assets above designated size by 11%, total retail sales of consumer goods by 13% and per capita disposable income of rural residents by 9%.
